The state of Maryland has launched a new procurement process for offshore wind power, issuing an invitation for bids through the Department of General Services Office of State Procurement. The invitation, published on 9 December, seeks developers willing to enter into a power purchase agreement with the state for a minimum term of 20 years.
The agreement would cover offshore wind-generated electricity, together with associated renewable energy credits and environmental attributes.
Under the procurement requirements, bidders must hold site control over a lease area on the outer continental shelf in the Atlantic Ocean that has been granted by the Department of the Interior. The lease area must be located more than 10 miles, around 16 kilometres, from the Maryland coast. Bidders must also demonstrate the ability to connect the project to the PJM Interconnection grid via the Delmarva Peninsula.
No specific capacity target has been set for this procurement. However, the process forms part of Maryland’s wider objective to reach 8.5 GW of offshore wind capacity by 2031.
A pre-bid conference is scheduled for 17 December. The deadline for submitting bids is 16 January 2026.
